APR Consultants was commissioned by the Hastings District Council in October 2005 to undertake:
- An updated overview of the district economy including an analysis of sectors growing, and those with growth lower than the district average;
- A review of the previous 2001 study by Robert H. Pittman Associates and Lockwood Greene "Competitive Assessment of Hawke's Bay, Industrial Site Assessment and Economic Development Recommendations" to "test" their findings against what defines the current regional and district economy;
- The identification of where the district has competitive economic advantages;
- An assessment of key limitations and opportunities for economic development in the Hastings District;
- A strategy providing explicit economic development targets over the next three years with broader goals over the next 10 years period; and
- The alignment if the district economic development strategy with the broader regional development strategy.
